Balaam Blesses Israel Twice

At Balak's request, Balaam directs the construction of seven altars and the offering of sacrifices at two separate locations — first at the high place and then at the top of Pisgah — but both times the LORD intervenes, placing words of blessing rather than cursing in Balaam's mouth. In his first oracle, Balaam declares that he cannot curse those whom God has not cursed, marveling at Israel's distinctness among the nations and the innumerable multitude of Jacob. In his second oracle, Balaam proclaims the immutability of God's word, affirming that God has commanded him to bless Israel and that no enchantment or divination can prevail against them. Frustrated by the repeated blessings, Balak alternately protests and attempts a third location — the top of Peor — where he again prepares seven altars and sacrifices, hoping for a different outcome.
