Levite Cities and Cities of Refuge

The LORD instructs Moses in the plains of Moab to command Israel to allocate 48 cities, with surrounding suburbs, from their tribal inheritances to the Levites; six of these are to be designated cities of refuge. The six refuge cities — three east of the Jordan and three in Canaan — are to shelter anyone who kills a person unintentionally, protecting them from the avenger of blood until they stand before the congregation for judgment. The text carefully distinguishes intentional murder (committed with enmity or a deadly weapon) from accidental manslaughter, prescribing death for murderers and sanctuary for unintentional slayers, who must remain in the city of refuge until the death of the high priest. The chapter concludes with statutes requiring multiple witnesses for a capital verdict, prohibiting the acceptance of ransom in lieu of execution or release, and emphasizing that shedding innocent blood defiles the land in which the LORD himself dwells.

Numbers 35:12

And they shall be unto you cities for refuge from the avenger; that the manslayer die not, until he stand before the congregation in judgment.

Numbers 35:25

And the congregation shall deliver the slayer out of the hand of the revenger of blood, and the congregation shall restore him to the city of his refuge, whither he was fled: and he shall abide in it unto the death of the high priest, which was anointed with the holy oil.

Numbers 35:33

So ye shall not pollute the land wherein ye are: for blood it defileth the land: and the land cannot be cleansed of the blood that is shed therein, but by the blood of him that shed it.
